Founder and CEO

Ruben Wills

Former New York City Council Member Ruben Wills has an extensive background in local politics and community organizing, spanning over two decades. Known for his dedication to social justice and equity, Ruben has been a driving force in improving the lives of his constituents and addressing the root causes of inequality and poverty in New York City. As the founder and CEO of Policy, Inc., a nonprofit policy advocacy organization, Ruben works to shape and implement criminal justice reforms that eliminate unfair laws disproportionately affecting communities of color and low-income populations. His vision is centered on a criminal justice system that emphasizes healing and rehabilitation over punishment, treating every individual with dignity and fairness. 

During his tenure, Ruben has achieved significant milestones. He played a crucial role in restoring voting rights for formerly incarcerated individuals, exonerating Mr. Steven Lopez of the Exonerated Central Park Five, and facilitating the unification of incarcerated individuals with their families and communities. Currently, Ruben has several pending pieces of legislation to restore rights to formerly incarcerated individuals, and he advocated for New York State to declare October 2, 2023, as Wrongful Conviction Day.

Ruben’s journey has not been without challenges. In 2017, he faced allegations of misusing grant money and campaign funds for personal expenses, resulting in his conviction and incarceration. However, even during his time behind bars, Ruben remained committed to public service. He served on the Inmate Liaison Committee as a representative liaison between incarcerated individuals and the Department of Corrections faculty administration. He successfully compiled appeals for 25 incarcerated individuals, developed parole packets for six others. Ruben won an appeal with a unanimous decision from the 2nd Appellate Department. Ultimately, in April 2021, the New York State Supreme Court 2nd Appellate Department dismissed Ruben’s case with prejudice.

From 2010 to 2017, Ruben was a New York City Council Member, representing the 28th District in Queens. His focus during this time was on improving the quality of life for his constituents. He advocated for affordable housing, better schools, and safer streets. Ruben’s passion for social justice was evident in his work to address the root causes of inequality and poverty in the city. He championed policies that uplifted marginalized communities and worked tirelessly to ensure equal opportunities for all.

Throughout his career, Ruben’s accomplishments have made a lasting impact. He initiated community initiatives such as urging bodega owners to discontinue selling synthetic marijuana and played a pivotal role in restoring power after superstorm Sandy hit. Ruben also sponsored legislation to support virtual education opportunities before the COVID-19 pandemic and established “The Classrooms without Walls Program” to enhance distance learning in public schools. He was a driving force behind NYPD body camera legislation and policy implementation.

Ruben Wills’ commitment to improving lives and creating safer communities continues to inspire future generations. His legacy as a dedicated public servant and community leader is marked by his efforts to break the cycle of recidivism and fight for a more just and equitable society. Through Policy Inc. and his unwavering determination, Ruben strives to amplify voices, make every vote count, and promote justice for all.
